James F. O'Bryon - Keynote Speaker
James F. O’Bryon is a consultant on national defense and security for various clients in both the private sector and the US government. Until November 2001, he served as Deputy Director, Operational Test & Evaluation / Live Fire Testing, a Deputy Assistant Secretary of Defense position, the civilian equivalent of a 3 Star General. The Director, OT&E, reports directly to the Secretary of Defense. Mr. O’Bryon began his work in the Pentagon as a member of the Senior Executive Service in November 1986 as Assistant Deputy Undersecretary of Defense, Live Fire Testing, a position created in response to an act of Congress. While serving 15 years in the Pentagon, he worked under 7 different Secretaries of Defense including Secretaries Weinberger, Carlucci, Aspin, Cheney, Perry, Cohen and Rumsfeld, and he was in the Pentagon the day it was attacked by terrorists on September 11, 2001. He had oversight of nearly 100 major defense weapons programs with a purchase price of over $600 billion. He has more than 25 years of leadership experience in weapon system technology, survivability, combat casualty assessment and test & evaluation, and has personally testified on several occasions before the US Congress on defense issues and homeland security. He continues to teach defense testing seminars across the US and overseas, with 75 multiday seminars presented to date. He has also served with the National Academy of Sciences as Committee member & Committee Chairman starting 1999.
Mr. O'Bryon's technical experience includes work in the Biophysics Dept. of IBM's Thomas J. Watson Research Center, the Actuarial Department in the Home Office of New York Life Insurance Company, the Ballistic Research Laboratories, the Army Materiel Systems Analysis Activity at Aberdeen Proving Ground and, from 1986 – 2001, for the Office of the Secretary of Defense at the Pentagon. Following his retirement from the Pentagon on Nov 30, 2001, Jim founded The O’Bryon Group, consulting for SURVICE Engineering, ORSA Corp, the Institute for Defense Analyses, Galaxy Scientific, SRA Corporation and others.
Born in Schenectady, NY, Jim O'Bryon graduated from Emmaus Bible Institute and received his undergraduate degree in Mathematics from The King’s College in 1964. He also has an earned graduate degree from George Washington University in Operations Rsch / Mgmt. Science and another graduate degree from MIT in Electrical Engineering. He was drafted by the Army in 1964 during the early Viet Nam buildup and served 2 years in uniform.
Jim is also involved in many other activities less technical than these. He's a songwriter, publisher and recording artist with 4 albums released to date, and has been a vocalist and instrumentalist at various church and civic functions for many years. He currently has an active vocal & instrumental concert schedule and is a conference speaker on national defense, mathematics, education, music and the patent/copyright system. He's also built his own harpsichord. Mr. O’Bryon has worked as a radio announcer and newscaster at two different radio stations including WCMR-FM in Indiana and 15 years with WRBS-FM in Baltimore and as music director for churches in NJ, CT and MD. He has served on the Boards of the International Bible Society Foundation (CO), The King’s College (NY), a seminary in New York, and the Associates for Biblical Research (PA). Jim has served as Board Chairman of School Ministries, Inc (SC), a national organization to give Hope to America’s public school students, and the Board of Associates for Biblical Research in Pennsylvania. He also served over 20 years as a member of the MIT Education Council conducting admissions interviews for MIT in the Mid-Atlantic area.
Mr. O’Bryon has authored two books, his latest entitled “I Fail to Miss Your Point.” He has also written over 80 technical reports, published articles in over 20 different publications and owns several copyrights. He has also authored “A Profile of the User of the US Patent System”, the first ever factor analysis study of the users of the U.S. Patent System”, his MIT thesis. He has also authored several Christian songs published in sheet music with a few also appearing in hymnals.
His honors include the National Defense Industrial Association’s Gold Medal, inclusion in Who's Who in America for the past decade, and was recently selected for inclusion in Marquis’ Who’s Who in the World. He is the recipient of the Arthur Stein Award for Achievement and Service in Defense Live Fire Testing and served as a Distinguished Lecturer at the Defense Acquisition University, as an Invited Lecturer at the Industrial College of the Armed Forces in Washington, DC and at the Center for Professional Development at the University of Texas. He’s also been awarded two Meritorious Civilian Service Awards presented by two different Secretaries of Defense. Jim is also a Fellow of the Center for Advanced Engineering Study at MIT, served as a Committee Member of the National Academies of Science, National Research Council and also served 21 years as Chairman of the Test & Evaluation Division of the largest defense association in the world, the National Defense Industrial Assn. He is also currently an active member of the International Test and Evaluation Association and the Association of Aeronautics and Astronautics.
